Analysis of the Occurrence of in Oil Spill Cases on the MV Federal Oak

Abstract

Oil spills are an incident that is often experienced by ships. Oil spilled from ships can have a bad impact or environmental pollution on the surrounding area. This incident was experienced by researchers during preparation of the loading space, where oil spilled on the left deck. Preparation of the loading space to ensure a smooth loading and unloading process on board the ship, including checking all auxiliary machines that support the loading and unloading process and cleaning the holds. This research aims to find out the things that cause oil spills, their impacts and prevention efforts. The research was carried out when the researcher carried out marine practices. Researchers conducted research using qualitative methods with a descriptive approach. Data collected through observation, interviews and documentation studies was then analyzed using fishbone analysis to find answers to the problem formulation. The oil spill incident on the MV Federal Oak was caused by several factors, namely the rupture of the flexible hose and the crew's lack of understanding of the operation of the emergency hatch cover pump auxiliary engine. This had an impact on the loading process because hatch No. 3. Because this incident occurred during loading preparation, the loading space preparation process was disrupted. The crew had to work extra hard to clean up the spilled oil and replace the No. 1 hatch flexible hose. 3 with flexible hose hatch No. 1 when there is a hatch check by the inspector. Spilled oil cannot be reused and results in losses for the company. Efforts made to prevent oil spills include checking and maintaining the machines on board the ship and providing education to the ship's crew about the operation of the machines on the ship.

Minyak tumpah merupakan kejadian yang sering dialami oleh kapal, minyak yang tumpah dari kapal dapat memberikan dampak buruk atau pencemaran lingkungan pada sekitar. Kejadian tersebut dialami oleh peneliti pada saat persiapan ruang muat, dimana minyak tumpah di atas dek sebelah kiri. Persiapan ruang muat guna memastikan kelancaran proses bongkar muat di atas kapal, meliputi pengecekan seluruh mesin bantu yang menunjang proses muat dan pembersihan palka. Penelitian ini bertujuan untuk mengetahui hal-hal yang menyebabkan terjadiya tumpahan minyak, dampak dan upaya pencegahannya. Penelitian dilakukan pada saat peneliti melaksanakan praktik laut. Peneliti melakukan penelitian dengan menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang terkumpul melalui observasi, wawancara dan studi dokumentasi kemudian dianalisis dengan fishbone analysis untuk menemukan jawaban dari rumusan masalah. Kejadian tumpahan minyak di MV Federal Oak disebabkan oleh beberapa faktor yaitu pecahnya flexible hose dan kurangnya pemahaman kru terhadap pengoperasian mesin bantu emergency hatch cover pump. Hal tersebut berdampak pada proses muat karena tidak bisa beropersinya palka No. 3. Dikarenakan kejadian tersebut terjadi pada saat persiapan muat, maka proses persiapan ruang muat menjadi terganggu. Kru harus bekerja ekstra membersihkan minyak yang tumpah dan mengganti flexible hose palka No. 3 dengan flexible hose palka No. 1 saat ada pengecekan palka oleh inspector. Minyak yang tumpah tidak dapat dipakai kembali dan berdampak kerugian bagi perusahaan. Upaya yang dilakukan untuk mencegah terjadinya tumpahan minyak meliputi pengecekan dan perawatan terhadap mesin-mesin yang ada di atas kapal dan memberikan edukasi kepada kru kapal tentang pengoperasian mesin di kapal.
